Instructions:
First, sift the flour. Add ghee, salt, baking soda, and baking powder and mix well. Make sure everything is thoroughly mixed.
Now add water little by little. Don't knead it; just knead until all the ingredients are combined. Don't knead into a soft dough.
Now set it aside for 10-15 minutes.
To make the syrup, combine sugar and water in a pan. Add saffron strands and cardamom powder and stir. You can use food coloring if you like. Cook the syrup until it becomes slightly oily or sticky. Then turn off the gas.
Heat oil in a pan over low heat. Keep the heat low.
Knead some dough. Make small balls. Shape them into balls, press them lightly, and poke holes in them with your fingers. Make all the balls in this manner.
When the oil is slightly hot, place the balls in the oil and fry them. Fry them over low heat until golden brown, like biscuits. Fry all the balls in the same manner.
Fry them and dip them in sugar syrup. After 5 minutes, remove them and place them on a plate. Dip all the fried balls in the sugar syrup for 5 minutes.
Sprinkle dry roasted balls on the balls removed from the plate. There you go, Halwai-style Balu Shahi is ready. You can spice it up to your liking or make it for a special occasion.
